How is Customs Duty Calculated on Imports?

Customs duty on imports is calculated by applying the rate determined by the HS code to the CIF (Cost + Freight + Insurance) value of the product. Customs duty rates can range from 0% to 150% depending on the product group.

Calculation order: First, CIF value is converted to TRY, customs duty is calculated, then SCT (if applicable), additional duty and RUSF are added. Finally, VAT is calculated on the sum of all these items.

Import Tax Components

Customs Duty

Calculated on CIF value at the rate determined by HS code.

SCT (Special Consumption Tax)

Applied on CIF + Customs Duty for specific product groups.

Additional Duty

Additional protective duty applied on CIF value.

KKDF

Fund applied at 6% of CIF value for deferred payments.

VAT (Value Added Tax)

Applied at 1%, 10% or 20% on the total assessment including all taxes.

How is customs duty calculated?

Customs duty is calculated by applying the rate determined by the HS code to the CIF value of the product. For example, if a product has a 12% customs duty rate and a CIF value of 100,000 TRY, the customs duty is 12,000 TRY.

What is CIF value?

CIF (Cost, Insurance, Freight) is the sum of the product cost, freight, and insurance. Customs duty is always calculated based on the CIF value, regardless of the delivery term.

How is VAT calculated on imports?

Import VAT is calculated on the sum of CIF value + customs duty + SCT + additional duty + RUSF. The general VAT rate is 20%, with food products at 1% or 10%.

When does RUSF not apply?

RUSF (Resource Utilization Support Fund) does not apply to cash payments. It is also exempt for letter of credit transactions and imports under Inward Processing Authorization.
