What Is Landed Cost (Import Cost)?

Landed cost is the total cost incurred when importing a product from abroad into Turkey. It covers not just the product price but all taxes and fees — freight, insurance, customs duty, VAT, SCT, and RUSF. Customs broker fees, bonded warehouse costs, and terminal handling charges are also included in the landed cost calculation.

An accurate landed cost calculation lets importers see their profitability in advance. This is especially important for product groups with high tax rates, where pricing without a landed cost calculation can lead to serious losses.

How Is Import Cost Calculated?

Import cost calculation follows a specific order. First, the CIF value is determined based on the invoice amount and the delivery term (incoterm). CIF is an international delivery term that includes the goods' price, freight, and insurance. For delivery terms like FOB or EXW, freight and insurance are added separately to calculate the CIF value.

Once the CIF value is determined, tax rates are applied based on the product's HS code. Customs duty, SCT (if applicable), additional financial obligation, and RUSF (for deferred payments) are calculated in order. VAT is then calculated on top of these taxes to find the total tax burden.

Finally, customs broker fees, bonded warehouse fees, terminal handling charges (THC), and other costs are added to arrive at the final landed cost. This calculation lets you know the unit cost of the product and the total import expense in advance.

What Is RUSF and When Does It Apply?

RUSF (Resource Utilization Support Fund, known as KKDF in Turkish) is a fund applied at a rate of 6% on the CIF value for import transactions with deferred payment in Turkey. It is intended to balance the cost of resource utilization based on the importer's payment term.

RUSF does not apply to cash payments (without a letter of credit) or transactions using an acceptance-credit letter of credit. However, it is collected on deferred payment, cash-against-goods, or cash-against-documents payment methods. The RUSF rate can vary by product group; the standard rate is 6%.

RUSF is included in the VAT base. In other words, the RUSF amount is added to the total on which import VAT is calculated. This means RUSF is not just a direct cost — it also indirectly increases the VAT burden.

How Is CIF Value Calculated?

CIF (Cost, Insurance and Freight) is one of the most widely used delivery terms in international trade. The CIF value consists of the sum of the goods' price, freight, and insurance. In Turkish customs, the tax base is always calculated on the CIF value.

If the delivery term is CIF, the invoice amount is used directly. Under FOB, freight and insurance are added to the invoice amount. Under EXW, inland transport from the factory to the port, freight, and insurance are all included. Under CFR, freight is already included in the invoice, so only insurance is added.

After the CIF value is calculated in USD, it is converted to TRY using the Central Bank of Turkey (TCMB) exchange rate on the customs declaration's registration date. Customs duty and other tax items are calculated based on this TRY amount.
